Emission Testing at Oakville West CARSTAR

Effective: September 1, 2011.

The Drive Clean program applies across southern Ontario’s
smog zone, the area of the province with the highest
population density and the greatest number of vehicles.
The program has been implemented in three phases.
Phase One, where testing became mandatory on April 1,
1999 was the Greater Toronto Area and Hamilton.  Phase
Two, where testing began on January 1, 2001, included
urban centres and commuting zones from Peterborough
to Sarnia and the Niagara Peninsula.  On July 1, 2002 the
program expanded to Phase Three, adding eastern Ontario
centres such as Ottawa, Kingston, Cornwall and Chatham-Kent
in southwestern Ontario.

Ontario's Drive Clean Program

Ontario’s Drive Clean program is cutting smog-causing pollutants from vehicle sources in the program area.  Most passenger cars, vans, light trucks and sport utility vehicles in the Drive Clean program area must pass a Drive Clean test to renew the stickers on their licence plates.

Ontario’s Drive Clean program is concerned with helping us make smart choices about the way we maintain and drive our vehicles.  Driving clean can save you up to 10 per cent in annual fuel consumption and prolong the life of your vehicle.  But more importantly, you will be doing the right thing for the air we breathe.

As of September 1, 2011, Drive Clean regulations require testing every two years for light-duty vehicles beginning when they are seven years old (in the seventh calendar year after their model year).  This means that testing begins with 2004 model vehicles in 2011.  Passing an emissions test is also required to transfer ownership and licence a vehicle for the road under new ownership, if the transfer requires a safety certificate.  All light-duty commercial farm vehicles, hybrids, kit cars and motorcycles are exempt from test requirements.  A light-duty vehicle is one that weighs 4,500 kg or less.  This includes cars, vans, light trucks and SUVs.
